Red Cross Assists Hamas in Recovery for Remains of Captives in Gaza

A Red Cross official confirmed that its representatives joined Hamas officials into zones of the Gaza Strip currently controlled by Israeli military authority to facilitate the hunt for the bodies of individuals held captive.

Ceasefire Agreements and Hostage Bodies Return

As part of the truce negotiated by the United States, which took effect on October 10, the group is obligated to hand over the bodies of all captives promptly. As a reciprocal measure, the Israeli government has consented to transfer the remains of 15 Palestinians for every Israeli body returned.

The organization has so far handed back the bodies of 15 of those taken hostage but none in the past five days, as some of those remains are thought to be in locations beyond the yellow line designating Gaza’s ceasefire.

ICRC Involvement as Impartial Facilitator

“At the request of the parties, the International Committee of the Red Cross (ICRC) accompanied a participant in the hostilities as the party looked for the remains of the deceased individuals past the IDF-designated ‘yellow line’,” stated a spokesperson for the organization.

She added: “The parties to the conflict determined the procedures of the mission and delegated the ICRC to act as a impartial mediator. The ICRC was had no part in the discussions.”

She further explained: “The ICRC was not involved in the physical hunt for the bodies nor does it engage in the physical recovery of remains.”

Under global legal norms, it is the duty of the parties engaged in a hostilities to search for, collect, and retrieve the bodies of the deceased.

American Demand and Regional Recovery Operations

On Saturday, the American leader delivered a two-day demand to the militant group. “Hamas is going to have to begin returning the remains of the hostages who died, which include two Americans, promptly, or the additional nations participating in this great peace will take action,” he posted on his online channel.

As the 48-hour deadline neared, the group, accompanied by the ICRC, joined teams from Egypt, who were authorised by Israel to search for bodies past the boundary marking the withdrawal of troops inside Gaza. An Israeli spokesperson said the Egyptian team would use heavy machinery and trucks in the search.

The news was supported by an unnamed Israeli official, who told Hebrew-language media that Hamas representatives had been allowed to enter areas of Gaza under Israel Defense Forces (IDF) control to look for the bodies of hostages, alongside Egypt’s and Red Cross personnel.

“For this purpose, Hamas members were allowed to cross the designated boundary,” the source was quoted as saying.

Video released by a media outlet appeared to show members of a specialized group – part of the organization’s military wing tasked with holding captives – accompanying a humanitarian transport in a coastal area close to a southern city, which lies outside IDF jurisdiction.

Challenges in Finding Captive Bodies

Efforts to locate for the bodies of individuals taken captive has become one of the most delicate issues in the truce agreed between the parties. Yet, the effort to find the remains has proved challenging from the outset, given the existence of an estimated enormous amount of debris across the territory, where, according to local health authorities, at least ten thousand residents are listed as missing, buried under the debris.

Conflicting Statements on Body Whereabouts

Hamas has claimed it lacks information on the exact whereabouts of all the remains, saying it has been unable to communicate with several of its teams that had been holding the captives and were allegedly eliminated during military strikes.

However, an official representative asserted that the organization was aware of the whereabouts of the bodies. “If Hamas made more of an effort, they would be able to recover the bodies of our captives,” the official said.

US Stance and Weapons Surrender Discussions

While the US president has conceded that a portion of the bodies are difficult to reach, he said that “the rest they can hand over now and, for unknown reasons, they are not.”

“This could be related to the surrender of weapons of Hamas,” he added.

Washington has said it has received guarantees from the organization that the faction will surrender its arms, though no specific schedule has been established. The militant organisation remains hesitant to surrender its weapons without solid assurances about the fate of its fighters.
